The EU Telecoms Reform Directive threatens to introduce a prior opt-in regime for online behaviour-tracking cookies across the EU from May/June 2011. But “Recital 66″ of the Directive appears to offer an opt-out solution based on browser settings. Will France join the UK in taking this more pragmatic route? Stephen Groom reports.
